Vendor Registration & Pre-Qualification
View serviceHow can I register as a supplier with Saudi Aramco?
Saudi-based companies register through Aramco’s e-Marketplace platform. Aramco lists government documents (such as CR, Zakat, VAT and GOSI certificates and Chamber of Commerce membership) and Aramco-specific items, including a bank reference letter, ownership profile, authorized signatory letter and a Cybersecurity Compliance Certificate (CCC). We help you prepare and organize all of these.
How do I register as a Ma’aden supplier?
Ma’aden registers suppliers through its own online supplier portal, which asks for company details, bank information, product or service categories, a supplier-type questionnaire and supporting documents such as your CR, Zakat, VAT and GOSI certificates. Its Supplier Relationship Management team then reviews the application.
How fast can Ma’aden approve my company as a supplier?
With our Ma’aden fast-track service, approval typically comes within 8–10 days when your document pack is complete and accurate. We prepare and check every document before submission and respond to Ma’aden’s clarification requests the same day. The final decision is always Ma’aden’s.
Does vendor registration guarantee a contract?
No. Registration and pre-qualification make you eligible to be considered for enquiries and tenders, but each organization awards work under its own procurement process.
How long does supplier registration take?
It depends on the organization, the category and how complete your documents are. Once we review your company information, we give you a realistic timeline for each target organization.
Do you register companies on Etimad for government tenders?
Yes. Etimad is the Ministry of Finance platform for government procurement. We create and verify your supplier account, link your CR and certificates, set your activities, and prepare you to bid. Account creation is free; private companies typically pay an annual subscription to take part in tenders, which we confirm on the platform before payment.
Can you register us with NEOM and other giga projects?
Yes. NEOM registers suppliers through SAP Ariba plus its own supplier registration questionnaire, code of conduct and confidentiality agreement. We also prepare registrations for Red Sea Global, Qiddiya, ROSHN, Diriyah and other giga-project owners, each with its own portal and requirements.
What does SABIC require from new suppliers?
SABIC starts registration on SAP Ariba, followed by a due diligence assessment with its provider Achilles, technical qualification where applicable, and onboarding before a vendor ID is issued. Suppliers in certain cybersecurity classifications also need the Group CCC certificate. We prepare and coordinate each step.
Can a newly established company apply?
Yes. Many organizations accept new companies as long as the legal, tax and compliance requirements are met. Our fast-track programme is designed for new businesses.
What documents are typically required?
Usually a Commercial Registration (CR), Zakat and VAT certificates, GOSI and Saudization certificates, Chamber of Commerce membership, financial statements, a company profile, and HSE and quality documentation. Manufacturers often also need an industrial licence.
Saudi Company Formation & Licensing
View serviceWhat is the role of MISA in company formation?
Foreign investors need Investment Registration (often called a MISA license) from the Ministry of Investment before establishing a company. It is the first step; you still need a Commercial Registration (CR) and any sector-specific licences before trading.
How long does company formation take in Saudi Arabia?
MISA states that its review of an investment registration application takes up to 10 days. The full setup takes longer because the CR, bank account and government portal registrations follow, and timing depends on your activity and documents.
Can a foreign investor own 100% of a company in Saudi Arabia?
In many sectors, yes. MISA states that ownership is open to foreigners and locals, although some activities require a local partner or are restricted. We check your planned activities before you apply.
What documents are typically required?
Typically the parent company’s commercial registration and latest financial statements, authenticated by the Saudi Embassy, plus identification documents and any activity-specific requirements. Documents issued abroad generally need legalisation and Arabic translation.
What is an Entrepreneur License?
It is a licensing pathway for eligible entrepreneurs to establish a business in Saudi Arabia. Eligibility depends on the applicable programme and current regulations, which we help you review.
Does company formation guarantee contracts or business?
No. Company formation establishes your legal presence. Winning work depends on your market, registrations and commercial efforts, and we can support those next steps too.
What are the steps to set up a company in Saudi Arabia?
A typical sequence is: confirm your business activity and company structure, obtain MISA investment registration (for foreign investors), reserve the trade name and prepare the articles of association, issue the Commercial Registration (CR) with the Ministry of Commerce, then complete Chamber of Commerce membership, National Address, the municipality (Balady) licence, GOSI, Qiwa, Muqeem and ZATCA registrations, and open a corporate bank account. The exact steps depend on your activity.
How much does it cost to set up a company in Saudi Arabia?
The cost depends on your business activity, company structure, office lease, government fees (MISA, CR, Chamber of Commerce), document attestation and translation, and the number of visas you need. MISA’s fee structure has changed in recent years, so we confirm the current official fees for your case before you budget.
What is the minimum capital to start a company in Saudi Arabia?
The Companies Law that took effect in January 2023 does not set a fixed minimum capital for a limited liability company (LLC), but the capital must be adequate for the planned activities. Some activities, such as certain trading licences for foreign-owned companies, carry much higher capital requirements. We check the requirement for your exact activity.
Which company types can a foreign investor choose in Saudi Arabia?
Common options are a limited liability company (LLC, including a single-shareholder LLC), a joint stock company or simplified joint stock company, a branch of a foreign company, and a Regional Headquarters (RHQ) for multinational groups. The best choice depends on your activity, liability, ownership and tax position.
Can a foreign company open a branch instead of a new company?
Yes. A foreign company can register a branch in Saudi Arabia after obtaining MISA investment registration. A branch is not a separate legal entity, so the parent company remains responsible for its obligations. We help you compare a branch with an LLC before you apply.
Do I need a physical office to register a company in Saudi Arabia?
In most cases, yes. A registered address (National Address) and a commercial lease are usually needed for the CR, the municipality licence and work visas. Some activities and business centres offer flexible office options.
Do I need to register for VAT and Zakat in Saudi Arabia?
Every company registers with ZATCA for Zakat or income tax. VAT registration is mandatory when your annual taxable supplies exceed SAR 375,000 and voluntary from SAR 187,500. Registered businesses must also follow ZATCA e-invoicing (Fatoora) rules.
Can I open a corporate bank account in Saudi Arabia?
Yes. Once your CR and core registrations are complete, you can apply to a Saudi bank. Banks carry out their own KYC checks and usually ask an authorized signatory to attend in person, so allow time for this step.
Can I set up a company in Saudi Arabia without visiting?
Much of the preparation can be done remotely using a power of attorney and attested documents. Some steps, such as bank KYC, biometrics and the general manager’s residency, usually require a visit to Saudi Arabia.
What is the Regional Headquarters (RHQ) programme?
The RHQ programme lets multinational groups set up their regional headquarters in Saudi Arabia, usually in Riyadh. Approved RHQs can access incentives, and some government procurement is linked to having an RHQ in the Kingdom. Eligibility conditions apply.
How can a foreign investor get residency in Saudi Arabia?
Once your company is established, the general manager and staff can obtain work visas and residency (iqama) through the company. Investors may also consider Saudi Premium Residency, which has its own eligibility criteria and fees.
Compliance & Certification Support
View serviceWhat is the difference between ISO 9001, ISO 14001 and ISO 45001?
ISO 9001 covers quality management, ISO 14001 covers environmental management and ISO 45001 covers occupational health and safety. Many industrial buyers ask for one or more of them.
Does ISO certification guarantee Saudi Aramco or SABIC supplier approval?
No. Certification can support your supplier profile, but each organization applies its own registration and evaluation criteria.
What are Saudi Aramco CCC cybersecurity requirements?
The Cybersecurity Compliance Certificate (CCC) confirms that a supplier meets Aramco’s Third Party Cybersecurity Standard. It is issued by an Aramco-authorized audit firm after an assessment and, according to Aramco, is valid for two years.
What is SABIC Cyber Trust compliance?
SABIC Cyber Trust was SABIC’s supplier cybersecurity certification. It has been moved into the Group Cybersecurity Compliance Certificate (CCC) programme shared with Saudi Aramco. Suppliers in the relevant classifications are assessed by an authorized audit firm, and the certificate is valid for two years. We prepare your policies, evidence and self-assessment and coordinate with the audit firm.
Can a new company prepare for certification?
Yes. New companies can build their management system documentation from the start, which is often simpler than changing established processes.
Does Luba Global Ventures LLC issue ISO certificates?
No. Certificates are issued by accredited certification bodies and cybersecurity certificates by authorized audit firms. We help you prepare so you are ready for the assessment.
Local Content Certificate Support
View serviceWhat is a Saudi local content certificate?
It is a certificate showing a company’s local content score, calculated using the Local Content and Government Procurement Authority (LCGPA) templates and audited by an approved accounting firm. Government tenders increasingly take this score into account.
Who needs a local content certificate?
Companies bidding for government contracts where local content is evaluated, and suppliers asked by clients to demonstrate their local contribution.
What documents are typically required?
Financial statements, workforce and salary information, local procurement records and asset information, prepared in the LCGPA format for audit.
Is local content certification mandatory?
It depends on the tender or procurement process. Some government procurements require or weigh local content, while private buyers set their own criteria.
What is the difference between LCGPA and IKTVA?
LCGPA rules apply to government procurement, while IKTVA is Saudi Aramco’s programme for its supply chain. Companies supplying both may need to meet both.
Does local content certification guarantee a contract?
No. It can strengthen your evaluation in relevant tenders, but contracts are awarded under each buyer’s procurement process.
Accounting, VAT & ZATCA Support
View serviceDo I need to register for VAT in Saudi Arabia?
Registration is mandatory when your taxable supplies exceed SAR 375,000 over 12 months. Businesses above SAR 187,500 may register voluntarily, according to ZATCA guidance.
What is ZATCA e-invoicing Phase 2?
Phase 2, the Integration Phase, requires taxpayers to connect their invoicing or ERP system to ZATCA’s Fatoora platform and issue e-invoices in the required format. ZATCA rolls it out in waves; for example, wave 24 covers taxpayers whose VAT-able revenue exceeded SAR 375,000 in 2022, 2023 or 2024, with a deadline of 30 June 2026.
Can you help with ZATCA registration?
